Agra Municipal Corporation Issues Tender for 7.5 MW Solar Projects Across Four Sites

Agra Nagar Nigam has floated an engineering, procurement, and construction (EPC) tender to develop 7.5 MW of solar power capacity spread across four locations in Agra, Uttar Pradesh. The last date for bid submission is December 8, 2025, with bids scheduled to be opened the same day.
The proposed project capacities at each site are as follows:
- Kanha Gaushala, Tedhi Bagiya – 2 MW
- Jal Kal 1st, Jeoni Mandi – 750 kW
- Jal Kal 2nd, Sikandra – 750 kW
- Municipal Solid Waste (MSW) Plant, Chalesar – 4 MW
Bidders are required to submit an earnest money deposit of Rs 7.27 million (~$81,450) and a tender fee of Rs 29,500 (~$330). The estimated project cost stands at Rs 363.4 million (~$4.07 million). Successful bidders must furnish a performance bank guarantee worth 10% of the contract value.
Scope of Work
The tender covers the complete lifecycle of the solar installations, including:
- Design and engineering
- Procurement and supply of equipment
- Construction and installation
- Testing and commissioning
- Five years of operation and maintenance services
Developers must also ensure evacuation of power from the Kanha Gaushala and MSW Plant sites to the 33 kV Dakshinanchal Vidyut Vitran Nigam substation through a 33 kV underground cable. Civil, electrical, and mechanical components—including spares—must be provided as per tender conditions. The project must be completed within nine months of award.
Additionally, the selected contractors must integrate SCADA (Supervisory Control and Data Acquisition) systems for monitoring and control.
Eligibility Criteria
Bidders must have completed any one of the following in the past three financial years:
- Three solar projects of at least 1.5 MW each, or
- Two solar projects of at least 2 MW each, or
- One solar project of at least 3 MW
Financial requirements include:
- Minimum net worth of Rs 60 million (~$672,220) in the last financial year
- Average annual turnover of at least Rs 150 million (~$1.68 million) over the previous three financial years
Earlier this year, Agra Nagar Nigam issued a similar EPC tender for 7.5 MW across four sites. In March, it proposed a Rs 500 million (~$5.8 million) municipal bond issuance to partially fund these solar initiatives.
