ALMM Update: MNRE Adds Over 23 GW of Solar Module Capacity in December 2025

The Ministry of New and Renewable Energy (MNRE) has expanded the Approved List of Models and Manufacturers (ALMM) by adding 23,119 MW of solar module manufacturing capacity to List-I in December 2025. With this update, the total solar module capacity listed under ALMM List-I has risen to 144,841 MW.

The latest revision includes six new manufacturers, together contributing 4,187 MW of capacity. Znshine Solarworld emerged as the largest new entrant with 1,552 MW, followed by Inox Solar with 1,274 MW. Other additions include Macwin Solar Energy (405 MW), Eastman Green Technologies (Eastman Auto and Power) (374 MW), Frontier Energy (548 MW), and Green Valley Motors (34 MW).

Alongside new entrants, existing manufacturers significantly expanded their capacities, collectively adding 18,932 MW. Waaree Energies increased capacity at its Chikhli facility in Gujarat by 6,684 MW, taking the plant’s total capacity to 16,444 MW.

Rayzon Solar added 5,659 MW from its new Surat facility, raising its total ALMM-listed capacity to 9,065 MW. Goldi Sun (Goldi Solar) listed 3,384 MW from a new plant in Gujarat, pushing its total ALMM capacity to approximately 18 GW.

Insolation Green Energy (INA Solar) expanded capacity at its Dudu plant by 1,589 MW, increasing the plant’s capacity to 2,791 MW and the company’s total ALMM-listed capacity to 3,602 MW. Saatvik Solar Industries added 1,181 MW, taking its capacity to 3,122 MW, while Australian Premium Solar (India) increased capacity by 335 MW to 622 MW. MKU Holdings added 64 MW, SAEL Solar Manufacturing added 36 MW from its Punjab facility, and several other manufacturers also recorded incremental expansions.

The previous ALMM update was issued on November 25, 2025, when MNRE added 5,255 MW, raising the cumulative capacity to 121,722 MW. That update included new entrants Sirius Solar Energy Systems (67 MW) and Jeem Energy (172 MW), along with capacity expansions by Avaada Electro, FS Green Energies (Future Solar), Navitas Solar, and Sova Solar.

Introduced in 2021, the ALMM framework acts as a key quality-assurance mechanism, ensuring that only approved manufacturers are eligible to supply solar modules for government-backed projects, subsidies, and tenders. The list is updated periodically to reflect capacity additions and compliance status.

MNRE has also confirmed that solar cells will come under the ALMM framework from June 1, 2026. In this context, the ministry released the first ALMM List-II for solar PV cells in July 2025, initially enlisting 13,066 MW of capacity. Following multiple revisions, the total enlisted cell manufacturing capacity has now reached 23,732 MW, including recent additions by Waaree Energies.

Further upstream integration is also planned. In September 2025, MNRE issued a draft amendment proposing the inclusion of solar wafers under ALMM. As per the proposal, ALMM List-III for wafers is expected to take effect from June 1, 2028, subject to the availability of at least three independent wafer manufacturing units with a combined annual capacity of 15 GW, along with equivalent ingot manufacturing capacity.
