Assam Power Distribution Seeks Developers for 15 MW Solar Project in Sonitpur

The Assam Power Distribution Company Limited (APDCL) has invited bids to develop a 15 MW grid-connected solar power project in the Sonitpur district of Assam.

Interested bidders can submit their proposals by November 10, 2025, with the technical bids scheduled to open on November 12, 2025.

To participate, bidders must pay a tender document fee of Rs 29,500 (~$337) and an earnest money deposit (EMD) of Rs 14.9 million (~$170,009). The maximum permissible tariff for the project has been fixed at Rs 3.85 (~$0.044)/kWh, inclusive of GST. Successful developers will also need to provide a performance bank guarantee (PBG) of Rs 37.3 million (~$425,593).

The solar facility will be established at Balipara in Sonitpur on a build-own-operate (BOO) model. A 25-year Power Purchase Agreement (PPA) will be signed between APDCL and the winning bidder.

The project’s scope of work includes design, engineering, procurement, construction, commissioning, and 25 years of operations and maintenance. Developers are responsible for arranging 33 kV grid connectivity to the nearest substation at their own expense.

Commissioning must be completed within 18 months from the date of PPA execution. The project may be partially commissioned, starting with 10 MW, followed by 5 MW. Early commissioning is permitted, and energy generated before the scheduled date will be compensated at 75% of the agreed PPA tariff.

Eligible participants include registered companies or consortiums (up to three members), with the lead partner holding at least 26% equity in the project’s special purpose vehicle (SPV). Bidders must have commissioned at least 15 MW of solar projects in the past five years, including one project of 5 MW or more.

Applicants are required to have a minimum net worth of Rs 149.2 million (~$1.7 million) as of the last day of FY 2023-24. The annual capacity utilization factor (CUF) must be at least 19%, with a permissible variation of +10% / –15% during the first decade of operation.

All solar modules used must be sourced from manufacturers listed in the Approved List of Models and Manufacturers (ALMM).

Earlier this year, APDCL also issued an expression of interest to develop 357 MW of solar capacity on agricultural land within a 5 km radius of 33/11 kV substations across the state.
