Bihar Power Utility Seeks Developers for 275 MW Rooftop Solar Rollout Under PM Surya Ghar Scheme

South Bihar Power Distribution Company Limited (SBPDCL) has issued a request for proposals to empanel solar developers for the installation of 275 MW of grid-connected rooftop solar capacity under the PM Surya Ghar Muft Bijli Yojana in Bihar.

The initiative targets approximately 2.5 lakh Kutir Jyoti (below poverty line) households, with rooftop systems of around 1.1 kW per household. The projects will be implemented across nine operational circles each of SBPDCL and North Bihar Power Distribution Company Limited (NBPDCL).

The tender follows a utility-led aggregation (ULA) framework and allows project execution under both CAPEX and RESCO business models, enabling flexibility in ownership and investment structures.

Interested bidders are required to purchase the tender document by paying a fee of Rs29,500. Additionally, an earnest money deposit (EMD) of Rs1 lakh per MW of the quoted capacity must be submitted.

The deadline for bid submission is January 30, 2026, at 3:00 PM, with techno-commercial bids scheduled to be opened later the same day at 4:00 PM.

The rooftop solar rollout aligns with Bihar’s broader electrification and subsidy framework. At present, the state government allocates nearly Rs8,000 crore annually in consumer subsidies under the Kutir Jyoti Scheme to support electricity access for economically weaker households.
