Chennai Port Authority Floats Tender for 2 MW Rooftop Solar Installation

The rooftop solar project will be developed under the RESCO model, with bids open until April 9, 2026.

Chennai Port Authority has invited bids for the installation of a 2 MW grid-connected rooftop solar power project at its export-import (EXIM) godown facility. The project will be implemented under the Renewable Energy Service Company (RESCO) model.

The scope of the project includes conducting a feasibility assessment for installing solar panels on the identified rooftop area, obtaining the necessary no-objection certificate from the local distribution company for grid connectivity, and executing the power purchase agreement (PPA). The selected developer will also be responsible for the design, engineering, procurement, installation, and commissioning of the solar system, along with its operation and maintenance for a period of 25 years.

The deadline for submitting bids is April 9, 2026, while the bid opening is scheduled for the following day.

Participants are required to submit an earnest money deposit of Rs2.4 million. The successful bidder must also provide a performance bank guarantee equivalent to 5 percent of the estimated project cost within 14 days of receiving the work order to ensure compliance with the contractual terms.

The estimated cost of the project has been set at approximately Rs120 million. Additionally, the authority has fixed a ceiling tariff of Rs5.46 per kilowatt-hour for the electricity generated by the solar installation.

The selected contractor must complete the project within 180 days from the date of issuance of the work order.

To qualify, bidders must demonstrate an average annual financial turnover of at least Rs36 million during the past three financial years. They should also have prior experience executing similar projects, which may include three projects worth Rs48 million each, two projects valued at Rs60 million each, or one project worth Rs96 million completed during the last seven years.

Alternatively, bidders may qualify based on solar project capacity experience, such as completing three projects of at least 0.8 MW each, two projects of 1 MW each, or one project of at least 1.6 MW within the past seven years.

Preference will be given to Class I and Class II local suppliers, with minimum local content requirements set at 50 percent and 20 percent respectively, or as specified by the relevant ministry.

The solar modules used for the installation must be listed under the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.
