CTU Releases Comprehensive Procedure for Connectivity and GNA to Enhance Grid Access System

The Central Transmission Utility of India (CTU) has introduced a detailed procedure for granting Connectivity and General Network Access (GNA), establishing a clear and structured framework for accessing the Inter-State Transmission System (ISTS). The move aims to improve efficiency, transparency, and consistency in grid connectivity processes across the country.

This development comes at a time when India’s power sector is rapidly evolving, driven by increasing renewable energy capacity and the growing need for streamlined transmission access. The new procedure outlines a step-by-step approach covering the entire process—from application submission to approval and ongoing compliance monitoring.

Under the framework, all applicants, including power producers, renewable energy developers, and large consumers, must submit their requests through a dedicated online portal. Applications are required to include detailed technical, financial, and project-related information, along with necessary declarations. Incomplete or incorrect submissions may lead to rejection or delays, reinforcing the need for accuracy and compliance.

A key aspect of the procedure is the thorough technical evaluation carried out by CTU. Each proposal is assessed on parameters such as generation capacity, grid compatibility, evacuation planning, protection systems, and metering infrastructure. The authority may seek clarifications or require modifications to ensure adherence to grid standards and system reliability before granting approval.

The framework also makes it mandatory for applicants to sign a formal Connectivity Agreement with CTU before establishing any physical connection to the transmission network. This ensures contractual clarity and regulatory discipline in the process.

To strengthen accountability, the procedure introduces a monitoring mechanism requiring periodic progress updates from approved projects. These reports will track the development of transmission infrastructure, with strict action ?????????? in cases of delays, non-compliance, or inaccurate reporting, including possible cancellation of granted access.

Additionally, the guidelines define minimum technical standards and capacity thresholds across voltage levels to maintain grid stability and optimize performance. Provisions for relinquishment of connectivity or GNA rights have also been included, along with a transition pathway from the earlier Long-Term Access (LTA) system to the new GNA framework.

Overall, the initiative is expected to support faster and more reliable grid access while facilitating large-scale renewable energy integration, aligning with India’s broader goals of building a robust and future-ready power transmission network.
