Electricity Department of Goa Floats Tender for 5.1 MW Solar Project at Goa Engineering College

The Electricity Department of Goa has issued a tender for the development of a 5 MW ground-mounted solar power plant along with a 100 kW rooftop solar installation at Goa Engineering College, located in Ponda. Interested bidders must submit their proposals by March 10, 2026, with bid opening scheduled for March 12.

The total estimated project cost stands at Rs 311.48 million (~$3.42 million). Participants are required to furnish an earnest money deposit (EMD) of Rs 4.14 million (~$45,480) and pay a tender fee of Rs 1,500 (~$16.48). The selected contractor must provide a performance security of 5% of the work order value along with a 2.5% security deposit.

The project will be executed on approximately 55,000–60,000 square meters of land provided by the college. The plant will be connected at the 33 kV level via an ABT meter at the generation end, with power evacuated through a roughly 1.5 km-long 33 kV underground cable linked to the grid.

The scope of work covers complete engineering, procurement, installation, and commissioning of both ground-mounted and rooftop solar systems. It also includes the supply and installation of transformers, circuit breakers, protection and metering equipment, associated civil works, evacuation infrastructure, and comprehensive operation and maintenance for a period of 10 years. The project timeline is set at 12 months, beginning from the 15th day after the issuance of the work order.

To qualify, bidders must have executed similar solar projects within the past seven years—either three projects each valued at 40% of the estimated cost, two projects at 60?ch, or one project at 80% of the estimated cost—along with experience in at least a 1 MW solar installation. Additional financial criteria include an average annual turnover of at least 30% of the estimated cost over the previous three financial years, liquid assets or credit facilities of at least 40%, and a minimum net worth of 10% of the project value.

Bidders must be registered vendors with the Goa Energy Development Agency and hold a valid electrical contractor license for 33 kV or higher within Goa. Any shortfall in performance will result in compensation at 1.5 times the department’s average power purchase cost per kWh. The contractor will also be responsible for rectifying defects identified during the 24-month guarantee period at no additional cost.
