Eleven Power Plans INR 4,700 Crore Investment to Build Renewable Energy-Based Parallel Power Distribution Network in Haryana

Eleven Power, part of the diversified Eleven Group chaired by Medanta co-founder Sunil Sachdeva, has announced plans to invest more than INR 4,700 crore in establishing a renewable energy-led electricity distribution network across Gurugram and Nuh districts in Haryana. The company has submitted an application to the Haryana Electricity Regulatory Commission (HERC) seeking a parallel electricity distribution licence, a move that could introduce greater consumer choice and promote cleaner power supply in the region, subject to regulatory approval.

The proposed investment will support the development of a modern distribution infrastructure designed to deliver reliable electricity while increasing the share of renewable energy in the supply mix. According to the company, funding for the project's first phase has already been secured through a combination of equity and debt, positioning it to commence implementation once the necessary regulatory clearances are obtained.

Unlike a traditional utility takeover, the proposed model will operate under a parallel distribution framework, where the existing distribution licensee will continue serving its customers while Eleven Power builds and operates an independent network. Consumers will have the option to voluntarily switch to the new distribution company if they prefer its services, creating a competitive environment aimed at improving service quality, supply reliability, and operational efficiency.

The company intends to source a significant portion of its electricity from renewable energy, reducing dependence on conventional fossil fuel-based power and minimising the use of diesel generators, which remain widely used as backup power in commercial establishments, residential complexes, and industrial facilities due to supply interruptions. By integrating renewable power with modern grid infrastructure, Eleven Power aims to provide more reliable electricity while supporting lower carbon emissions and improved energy sustainability.

A key focus of the first phase will be Nuh district, one of Haryana's relatively underserved regions in terms of power infrastructure and service quality. Expanding modern electricity distribution networks in such areas is expected to improve power availability, support economic development, and facilitate greater adoption of clean energy solutions across residential, commercial, and industrial consumers.

The initiative aligns with the broader reforms underway in India's power distribution sector, where policymakers are encouraging improvements in operational efficiency, digitalisation, smart metering, and consumer-centric services. Parallel distribution licences, permitted under the Electricity Act, 2003, are intended to introduce competition in electricity distribution while preserving consumer choice and encouraging private investment in network infrastructure without displacing existing utilities.

If approved, the project would represent one of the country's significant private investments in renewable energy-based electricity distribution. It also reflects the growing convergence of clean energy generation and modern distribution systems as India works towards strengthening grid reliability, expanding renewable energy integration, and achieving its long-term target of 500 GW of non-fossil fuel-based installed electricity capacity by 2030. By combining renewable power procurement with advanced distribution infrastructure, Eleven Power aims to contribute to a more resilient, sustainable, and consumer-focused electricity ecosystem in Haryana.
