Four Developers Secure Capacity in GUVNL’s 250 MW Wind Power Tender

Bids were invited in September under Phase X of the state utility’s wind procurement program. Patel Infrastructure, Alfanar Power, KP Energy, and Powerica have emerged as winners in Gujarat Urja Vikas Nigam’s (GUVNL) Phase X auction for setting up 250 MW of grid-connected wind power capacity.
Under the tariff-based competitive bidding process, Patel Infrastructure secured 100 MW and Alfanar Power won 50 MW, both quoting a tariff of Rs 3.43/kWh (~$0.0382).
KP Energy was awarded 50 MW at a tariff of Rs 3.44/kWh (~$0.0383). Powerica secured 50 MW out of the 106.4 MW it had quoted, also at Rs 3.44/kWh, through the bucket-filling method.
Project scope and contractual terms
The tender, issued in September 2025, covers the development of wind power projects along with the associated transmission infrastructure. Developers are required to connect the projects either to the interstate transmission system (ISTS) through the central transmission utility or to Gujarat Energy Transmission Corporation (GETCO) substations under the intrastate network.
Successful bidders will enter into 25-year power purchase agreements (PPAs) with GUVNL and will be responsible for operations and maintenance for the entire contract duration.
Performance and compliance requirements
Developers must ensure a minimum annual capacity utilization factor (CUF) of 25%. The tender includes penalty provisions for underperformance, along with compensation mechanisms for excess generation and offtake-related constraints.
Delays in commissioning will attract penalties, including encashment of the earnest money deposit (EMD) and performance bank guarantees. All wind turbine generators deployed under the project must comply with the Approved List of Models and Manufacturers (ALMM).
Previous auction and market context
In GUVNL’s Phase IX wind auction, KPI Green Energy, Juniper Green Energy, JGRJ Four Renewable (Jakson Green), and Inox Neo Energies (Inox Clean Energy) were awarded contracts for another 250 MW of grid-connected wind capacity.
India added 1.4 GW of wind power capacity in the third quarter of calendar year 2025, marking a 105% year-on-year increase from 706.5 MW installed in Q3 2024, according to Mercom India Research.
During the quarter, Gujarat led capacity additions with 557.2 MW, accounting for 38.5% of the total. Karnataka followed with 336.7 MW (23.2%). Among other states, Madhya Pradesh added 253 MW (17.5%), while Maharashtra and Tamil Nadu contributed 246.6 MW (17%) and 55.1 MW (3.8%), respectively.
