Gujarat Unveils Three Clean Energy Policies, Targets Rs 5.75 Lakh Crore in Investments

The Gujarat government on Thursday rolled out three major clean energy policy frameworks—the Integrated Renewable Energy Policy 2025, the Pumped Storage Project Policy 2025, and the Green Hydrogen Policy—aimed at building a comprehensive renewable energy ecosystem and attracting investments exceeding Rs 5.75 lakh crore over the coming decade.

Unveiled by Chief Minister Bhupendra Patel, the policy package is designed to strengthen Gujarat’s position as a leading hub for renewable energy generation, storage, and green hydrogen production.

According to the state government, the green hydrogen roadmap alone is expected to unlock more than Rs 5 lakh crore in investments and generate nearly six lakh jobs by 2030, while pumped storage projects could draw an additional Rs 75,000 crore in capital inflows.

Integrated Renewable Energy Policy

A key highlight of the Integrated Renewable Energy Policy 2025 is the introduction of rooftop wind projects, allowing consumers to install mini and micro wind turbines with capacities below 50 kW on rooftops or within their premises.

Small-scale wind installations will also be eligible for Virtual Net Metering (VNM) and Group Net Metering (GNM) schemes, subject to notification by the Gujarat Electricity Regulatory Commission (GERC). This provision is expected to benefit consumers who lack adequate rooftop space by enabling collective participation and shared benefits.

Beyond rooftop wind, the policy covers a wide spectrum of technologies, including ground-mounted solar, rooftop solar, floating solar, wind, wind–solar hybrid, rooftop wind–solar hybrid projects, with or without Battery Energy Storage Systems (BESS).

The policy sets an ambitious target of 100 GW of renewable energy capacity by 2030, integrating solar, wind, hybrid, and storage projects under a unified regulatory framework. It also promotes emerging technologies such as geothermal, tidal, wave energy, and concentrated solar thermal power.

Pumped Storage Policy

To complement renewable energy expansion, the Gujarat Pumped Storage Project Policy 2025 focuses on strengthening energy storage infrastructure. Under the policy, the state aims to develop 75 GWh of pumped storage capacity by 2035, with investments estimated at Rs 75,000 crore.

Green Hydrogen Push

Under the Green Hydrogen Policy, Gujarat plans to attract investments exceeding Rs 15 lakh crore and create nearly six lakh direct and indirect jobs across green hydrogen and renewable energy value chains.

The state targets the establishment of 3 million tonnes per annum (mtpa) of green hydrogen production capacity, supported by 30 GW of electrolyser capacity and 75 GW of renewable energy capacity. Gujarat’s current green hydrogen demand stands at about 1.3 mtpa, driven largely by refineries, steel, and fertiliser industries, and is projected to rise to 2 mtpa by 2030.

The policy initiatives are expected to significantly enhance Gujarat’s role in India’s clean energy transition and industrial decarbonisation efforts.
