Gujarat Updates Net-Metering Rules to Simplify Rooftop Solar Process Under PM Surya Ghar Scheme

The Gujarat Electricity Regulatory Commission (GERC) has released the fifth amendment to its 2016 Net Metering Regulations for Grid-Interactive Rooftop Solar PV Systems, introducing measures to make rooftop solar adoption faster and more convenient across the state.
A major change under the amendment is the removal of the requirement for consumers to sign a separate written connectivity agreement with distribution companies (discoms) for rooftop solar systems installed under the PM Surya Ghar Muft Bijli Yojana. Instead, consumers will automatically come under the purview of the existing net-metering regulations, with the commissioning date of the system treated as the official start date of the agreement.
Discoms are required to formally inform applicants—against proper acknowledgment—about the commencement date of the agreement and the applicable rate at which surplus electricity will be procured.
The amendment also updates Regulation 8(2) to align rooftop solar grid-connectivity levels with the voltage standards defined in the GERC Electricity Supply Code Regulations, 2015, including any subsequent amendments.
