GUVNL Issues Tender to Procure 625 MW of Solar Power; Bids Due by December 15

Gujarat Urja Vikas Nigam Ltd. (GUVNL) has released a tender to procure 625 MW of solar power from projects located anywhere in India, without energy storage requirements. The tender includes an additional greenshoe option of up to 625 MW under Phase XXVIII.
Bidders must submit their proposals by December 15, 2025, with bid opening scheduled for December 18, 2025.
To participate, bidders are required to pay:
• Rs 25,000 (~$280) + 18% GST as the document fee
• Rs 300,000 (~$3,363) + 18% GST as processing charges
• An earnest money deposit (EMD) of Rs 928,000 (~$10,404) per MW
Selected developers must furnish a performance bank guarantee of Rs 2.32 million (~$26,011) per MW.
Project Eligibility
Projects in the following categories will be considered:
• Under-construction or commissioned projects that are not tied to any long-term PPA
• Projects selling power on a short-term or merchant basis, provided they are not part of any central or state scheme
• Projects free from existing contractual obligations
Solar installations may also be co-located within operational wind farms, subject to available spare grid capacity at the relevant GETCO or Central Transmission Utility substations.
Transmission & Delivery Requirements
• For intrastate projects, the delivery point will be the GETCO substation at 66 kV or above.
• Energy must be supplied via a dedicated transmission line connecting the project to the GETCO grid.
Capacity Requirements
• Minimum bid size: 50 MW for interstate-connected projects
• Minimum bid size: 10 MW for intrastate-connected projects
• Minimum annual Capacity Utilization Factor (CUF): 22%
Contract Terms
GUVNL will sign 25-year Power Purchase Agreements (PPAs) with successful bidders starting from the scheduled supply commencement date. Only proven, commercially established technologies are permitted to reduce technology risks and ensure timely commissioning.
Financial Criteria
Bidders must have a net worth of at least Rs 9.28 million (~$104,046) per MW as of the previous financial year.
Earlier this year, GUVNL had also floated a tender to procure 250 MW of solar power, with a 250 MW greenshoe option, for grid-connected projects across India.
