HPPCL Invites Bids for 6 MW Solar Plant with 4.2 MWh Battery Storage in Himachal Pradesh

The Himachal Pradesh Power Corporation (HPPCL) has issued a tender to develop a 6 MW solar power project integrated with a 2.1 MW/4.2 MWh battery energy storage system (BESS) at Tihra Khas village in Himachal Pradesh.
Interested bidders must submit their proposals by April 17, 2026, with bid opening scheduled for the same day. Participants are required to provide an earnest money deposit of Rs 10 million and pay a tender fee of Rs 10,000.
The project’s scope includes the design, construction, erection, testing, and commissioning of the solar installation along with the battery storage system. The selected developer will also be responsible for operating and maintaining the facility for a period of 15 years.
In addition, the successful bidder must undertake land development, procure all necessary equipment and materials, and execute associated civil and electrical works. The developer must also secure the required permits, licenses, services, and insurance needed to complete and operate the project.
The contractor will be responsible for ensuring smooth integration of the solar-plus-storage system with the evacuation infrastructure provided by the state electricity and transmission authorities.
To qualify, bidders must have prior experience in executing solar projects integrated with energy storage. One eligibility route requires the completion of a solar project of at least 1.8 MW capacity at a single site along with a minimum 1.26 MWh energy storage system within the last 15 years, with the project value exceeding Rs 120 million.
Alternatively, bidders may qualify by completing two similar contracts during the same period, each involving a minimum 1.2 MW solar installation paired with at least 0.84 MWh storage, with each project valued above Rs 80 million. Another option allows bidders to demonstrate experience through three projects of at least 0.6 MW each with 0.42 MWh storage capacity, where each contract exceeded Rs 40 million.
Bidders must also have provided operations and maintenance services for at least one year for a solar project with a minimum capacity of 1.5 MW. Additionally, they should have delivered O&M services for at least six months for a battery energy storage system with a minimum capacity of 1.05 MWh.
Financial eligibility criteria require bidders to maintain a minimum average annual turnover of Rs 200 million over the past three financial years. They must also demonstrate access to financial resources such as liquid assets, unencumbered real assets, credit lines, or other funding sources to meet a minimum cash-flow requirement of Rs 100 million and ensure sufficient liquidity to execute the contract.
