India Records Lowest-Ever Green Hydrogen Bid at Rs 279/kg

India has achieved a historic milestone in green hydrogen production, recording the country’s lowest-ever bid of Rs 279 (~$3.08) per kilogram for supply to Numaligarh Refinery Ltd in Assam, according to Union Minister of Renewable Energy, Pralhad Joshi.

The tender, aimed at supplying 10,000 tons of green hydrogen annually, attracted nine bidders, said Bhaskar Jyoti Phukan, Managing Director of Numaligarh Refinery, though the identity of the winning bidder was not disclosed.

Minister Joshi described the achievement as a key moment in India’s clean energy journey, positioning the country among the most cost-competitive green hydrogen producers globally.

Strategic Implications

Green hydrogen is considered a solution for hard-to-abate heavy industries, such as steel and cement. While demand is currently limited, India’s low renewable energy costs and supportive policies have made production more competitive. Key incentives include:

  • Financial support for green hydrogen production and equipment manufacturing
  • Full waiver of transmission charges for electricity used in hydrogen production, reducing costs for producers

These measures have enabled India to attract investment and achieve competitive production rates, reinforcing the country’s leadership in the emerging green hydrogen market.
