KP Group, Engie India, Ultimate Flexipack Among Key Winners in GUVNL’s 2 GW/4 GWh BESS Tender

Gujarat Urja Vikas Nigam Ltd. (GUVNL) has concluded its 2 GW/4 GWh standalone battery energy storage system (BESS) auction with winning tariffs ranging between INR 1.85 lakh and INR 1.89 lakh per MW per month. Several major players—including KP Group’s Sun Drops Energia, Engie Energy India, and Ultimate Flexipack—secured significant capacities in what is one of India’s most closely watched state-level storage tenders.
Sun Drops Energia (KPI Green Energy) emerged as the L1 bidder with a tariff of INR 1.85 lakh/MW/month, winning 400 MW. Engie Energy India followed with 280 MW awarded at INR 1.87 lakh/MW/month. Samavist Energy Solutions and Mecpower Solutions secured 100 MW and 65 MW, respectively, both bidding around INR 1.88 lakh/MW/month.
At the upper end of the tariff band, Stockwell Solar Services and Ultimate Flexipack were awarded 100 MW and 450 MW each at approximately INR 1.89 lakh/MW/month. Solar91 Cleantech, Viviana Power, and Rajesh Power Services each won 65 MW at the same tariff.
In total, 1,665 MW out of the 2,000 MW tendered was awarded. The remaining capacity could not be allocated because several bids exceeded the L1 + 2% tariff ceiling.
Issued in July 2025, the tender requires all projects to be set up near 12 designated substations within Gujarat’s State Transmission Utility (STU) network. Developers must independently arrange land and ensure direct interconnection of their BESS installations with the identified substations.
The projects will qualify for financial support under the Viability Gap Funding (VGF) Scheme, capped at INR 18 lakh/MWh for each selected developer. Under the terms, BESS developers must provide storage capacity to GUVNL on an on-demand basis, ensuring the system is available for two full charge–discharge cycles daily.
Developers are also responsible for building, connecting, and operating the storage systems. Charging will occur through the GETCO network, with energy supplied by GUVNL in line with the minimum efficiency conditions set out in the agreement. Each awarded BESS must additionally maintain at least 95% annual system availability.
