LDES Council Publishes Whitepaper on Scaling Long-Duration Energy Storage in India

The Long Duration Energy Storage (LDES) Council has released a new policy whitepaper outlining a strategic roadmap for integrating long-duration energy storage solutions into India’s power system. The report highlights the growing need for flexible storage to support the country’s clean energy transition and grid stability.

As India targets 500 GW of non-fossil fuel capacity by 2030, the report points to emerging challenges linked to the rapid expansion of solar and wind energy. It notes that limited storage capacity is leading to renewable energy curtailment, resulting in underutilisation of clean power and financial losses for developers. Since April 2025, curtailed solar generation alone has reportedly led to significant revenue losses due to grid constraints.

To address these issues, the whitepaper recommends the introduction of a dedicated policy framework for long-duration energy storage within the national energy storage strategy. It also calls for targeted support measures such as viability gap funding (VGF), defined deployment targets, and clearer regulatory guidelines to encourage investment in the sector.

The report examines India’s increasing demand for energy storage, driven by electrification and rising power consumption across sectors. It also evaluates multiple LDES technology pathways, including electrochemical, mechanical, thermal, and chemical storage systems, offering insights into their potential applications.

Drawing on international experiences, the whitepaper reviews policy models and deployment strategies from countries such as the UK, the United States, Australia, and Italy. It further outlines key enablers required to build a strong ecosystem in India, including market design reforms, financing mechanisms, and supportive regulations.

Developed in collaboration with industry stakeholders, experts, and emerging technology providers, the analysis has been shared with key government bodies, including NITI Aayog and relevant ministries. The report aims to guide policymakers in creating a robust framework for scaling long-duration energy storage and ensuring efficient integration of renewable energy into the grid.
