Maharaja Agrasen Medical College Seeks Bids for 2 MW Solar Project, Expandable to 3.5 MW

Maharaja Agrasen Medical College has invited bids for the development of a 2 MW solar power project, which can be expanded up to 3.5 MW, at its campus in Agroha, Haryana. The project can be installed either as a rooftop or ground-mounted system.

The estimated cost of the project is around Rs 100 million, and the selected developer will be required to complete the installation within 300 days from the issuance of the letter of award. The deadline for bid submission is April 9, 2026, with bids scheduled to be opened the following day.

Interested bidders must pay a tender fee of Rs 20,000 and provide an earnest money deposit of Rs 2 million as part of the application process.

The project will follow a long-term power purchase agreement (PPA) model, where the developer will invest in and set up the solar plant, while the medical college will procure the generated electricity at a competitively determined tariff. The tariff will remain fixed for the entire 25-year contract period and must include all applicable costs, with no additional charges.

Under the agreement, the college has committed to purchasing the entire power output, with payments made based on metered generation and settled monthly within a 20-day cycle.

The scope of work includes end-to-end project execution, covering design, engineering, procurement, construction, commissioning, and ongoing operation and maintenance. The selected bidder will also be responsible for securing all necessary approvals, including net metering and DISCOM clearances, and installing related infrastructure such as transformers and metering systems.

To qualify, bidders must have prior experience in executing solar projects under similar PPA or RESCO models or hold recognition as a channel partner under the Ministry of New and Renewable Energy. Additionally, they must demonstrate a minimum turnover of Rs 60 million over the past two years and possess a valid A-class electrical license issued in Haryana or an equivalent certification from another state.
