MES Floats Tender for 1 MW Grid-Connected Solar Project in Ladakh

The Military Engineering Services (MES) has invited bids to develop a 1 MW grid-connected solar power project at Chumathang, Ladakh. The deadline for bid submission is November 21, 2025, and bids will be opened on November 28.

The tender carries an estimated value of Rs 60.55 million (~$689,842). Bidders are required to submit an earnest money deposit (EMD) of Rs 628,000 (~$7,154) and a tender fee of Rs 3,000 (~$34). The successful bidder must also furnish a performance bank guarantee equivalent to 5 Percent of the contract value.

Scope of Work

The selected contractor will be responsible for the design, engineering, and commissioning of the solar project, along with five years of operation and maintenance (O&M) services.

The scope includes all civil works, procurement of necessary permits and insurance, and demonstration of system performance. Contractors must also develop the transmission infrastructure up to the designated interconnection point.

The project infrastructure will feature a control room, internal roads and drainage, watch cabins, cable connections, and SCADA (Supervisory Control and Data Acquisition) systems. Additionally, civil works will be required for transformer installation, grid connectivity, and testing facilities.

Only mono- or polycrystalline silicon modules are permitted for installation. The project must be completed within 700 days of the contract award.

Eligibility Criteria

Bidders must be Class A contractors enlisted with MES and should have an average annual turnover of at least 30 Percent of the project’s value.

Non-enlisted bidders can qualify if they have:

• Completed two similar projects worth at least Rs 40 million (~$456,000) each, or

• Completed one similar project worth at least Rs 60 million (~$684,000) within the last five years.

They must also demonstrate a minimum annual turnover of Rs 60 million (~$684,000) for two consecutive years in the past five.

Earlier this year, MES Eastern Command (Shillong Zone) invited bids for 1,100 kW rooftop solar installations at Rangapahar Military Station in Nagaland, while the MES Bathinda Zone sought bids for O&M of two solar projects in Rajasthan.
