Military Engineer Services Issues O&M Tender for 3 MW Solar Plant at Panagarh

The Military Engineer Services (MES) has invited bids for comprehensive operation and maintenance (O&M) services for a 3 MW solar power project located at Panagarh Military Station in West Bengal. The tender covers extensive restoration and upkeep work to ensure optimal plant performance.

The scope includes corrective and preventive maintenance of the solar installation, such as reinstallation of modules, rehabilitation of inverters, restoration of cabling and earthing systems, and strengthening of lightning protection mechanisms.

Interested bidders must submit their proposals by March 19, 2026, with bid opening scheduled for the following day. An earnest money deposit of Rs 218,500 (~$2,403) is required, while the selected contractor must provide a performance bank guarantee equivalent to 5% of the total contract value.

The project’s estimated cost stands at Rs 10.91 million (~$119,970), and the contract duration will extend for 425 days. Participation is limited to firms enlisted with MES under the Class B category or higher, subject to satisfactory performance records and workload assessments certified by the appropriate engineering authority.

Applicants should possess two to three years of experience in solar plant O&M. The contractor will be responsible for maintaining plant availability of up to 99%, with downtime during grid outages considered only if validated by a competent authority. To maximise equipment lifespan, the selected bidder must carry out routine, breakdown, and preventive maintenance in line with prescribed schedules and manufacturer guidelines.
