MNRE Announces Application Fee Framework for ALMM-Wind and Turbine Components

The Ministry of New and Renewable Energy (MNRE) has released a new circular detailing the application fee structure for inclusion and updates under the Approved List of Models and Manufacturers for wind turbines (ALMM-Wind) and wind turbine components (ALMM-WTC).

According to the notification, the process for application handling, portal operations, and inspection of manufacturing facilities will be conducted with the support of the National Institute of Wind Energy (NIWE), which will charge applicable service fees for its role.

For ALMM-WTC, the ministry has fixed a fee of Rs 3 lakh per model in cases where inclusion or updates require physical inspection of key components such as blades, gearboxes, generators, and towers. In instances where only document revisions are involved—such as updates to ISO certifications (excluding type certification documents)—and no inspection is needed, a reduced fee of Rs 50,000 will apply.

The circular also specifies a formula for manufacturers submitting multiple models requiring a single inspection visit. In such cases, the total fee will be calculated as: (Rs 1.5 lakh × number of models) plus an additional Rs 1.5 lakh.

Additionally, the ministry has provided a concession for smaller capacity components, stating that fees will be reduced by 50% for wind turbine components with capacities of up to 1 MW.
