MNRE Calls on Regulators to Enable M2M SIM-Based Remote Monitoring for PM Surya Ghar Rooftop Solar

The Ministry of New and Renewable Energy (MNRE) has urged State Electricity Regulatory Commissions (SERCs) and Joint Electricity Regulatory Commissions (JERCs) to adopt Machine-to-Machine (M2M) SIM-based Remote Monitoring Systems (RMS) for recording solar generation from rooftop installations implemented under the PM Surya Ghar: Muft Bijli Yojana (PMSG-MBY).
The advisory follows a recent amendment issued by the Odisha Electricity Regulatory Commission (OERC), which recognises real-time measurement and transmission of generation data through inverter-based communication devices, dongles, or data loggers equipped with M2M SIM communication protocols as a valid substitute for physical solar generation meters.
By facilitating real-time monitoring of rooftop solar output through digital communication systems, OERC’s order removes the requirement for additional solar meters. This change is expected to lower installation costs for consumers while simplifying system deployment. The decision also brings state-level net metering regulations in line with MNRE’s directive dated July 21, 2025, which mandated M2M SIM-based monitoring for rooftop systems installed under the scheme.
MNRE has highlighted that adoption of M2M SIM-based communication protocols for real-time monitoring and tracking of solar generation is essential from a cybersecurity perspective. The ministry noted that such systems would also support grid stability and security, while enabling the smooth implementation of emerging mechanisms such as peer-to-peer (P2P) power trading and electric vehicle-to-grid (EV-to-Grid) operations in the future.
