NVVN Floats Tender for 7 MW Grid-Connected Rooftop Solar Projects in Odisha

NTPC Vidyut Vyapar Nigam (NVVN) has issued a tender inviting bids for the installation of 7 MW of grid-connected rooftop solar capacity at facilities operated by National Aluminium Company (NALCO) in Angul and Damanjodi, Odisha.

The bid submission deadline is February 2, 2026, with bid opening scheduled for the following day. Interested bidders must furnish a bid security of Rs5 million (approximately $55,471) along with their proposals.

Contractual and Performance Requirements

The successful bidder will be required to submit a contract performance guarantee equal to 10% of the total contract value within 28 days of receiving the letter of award. In addition, an operations and maintenance (O&M) performance guarantee, also set at 10% of the O&M contract value, must be provided.

The rooftop solar systems must be fully installed and commissioned within nine months from the issuance of the work order. The selected contractor will be responsible for operating and maintaining the systems for a period of five years following commissioning.

Eligibility and Local Content Norms

Participation in the tender is limited to vendors enlisted with NVVN, as well as Class-I and Class-II local suppliers, in line with government procurement guidelines. To qualify as a Class-I local supplier, bidders must meet a minimum local content requirement of 50%, while Class-II suppliers must demonstrate at least 20% local content.

Bidders are advised to conduct site visits and assess all technical and logistical aspects of the project locations prior to submitting their bids.

Technical and Financial Qualifications

Eligible bidders must demonstrate experience in executing at least one comparable project valued at Rs124.7 million ($1.38 million) within the past ten years. Additionally, bidders must have achieved an average annual turnover of at least Rs124.7 million over the last three financial years.

Financial capability criteria also include a requirement for minimum positive working capital of Rs103.9 million ($1.15 million) in the most recent financial year.

From a technical standpoint, the rooftop solar systems are required to achieve a minimum capacity utilization factor (CUF) of 17%.

The tender forms part of NVVN’s efforts to expand distributed solar generation at industrial facilities, supporting cleaner energy consumption and reduced grid dependence.
