NVVN Issues Tender for 125 MW/500 MWh Standalone BESS Project in Chhattisgarh

NTPC Vidyut Vyapar Nigam (NVVN) has invited bids for developing a 125 MW/500 MWh standalone Battery Energy Storage System (BESS) in Chhattisgarh. The storage facility, connected to the state transmission utility (STU), will be set up at the Khedamara 220 kV substation in Durg under the Build-Own-Operate (BOO) model.

The project includes a 4-hour duration battery system and is eligible for viability gap funding (VGF) of up to Rs 18 lakh per MWh.

To participate, bidders must pay a bid processing fee of Rs 15 lakh (plus GST) and submit an earnest money deposit (EMD) of Rs 8.80 lakh per MW. Upon selection, developers are required to furnish a performance bank guarantee (PBG) of Rs 22 lakh per MW to the Chhattisgarh State Power Distribution Company (CSPDCL) before signing the Battery Energy Storage Purchase Agreement (BESPA).

The bid must be quoted for the full 125 MW × 4 hours (500 MWh) capacity. CSPDCL will enter into a BESPA with the successful bidder.

The selected BESS developer (BESSD) will be responsible for the design, engineering, installation, interconnection with the STU network, and O&M of the storage system. Construction of the bay will fall under the scope of Chhattisgarh State Power Transmission Company (CSPTCL). About 10 acres of land will be allotted for the project.

The storage facility must be made available to CSPDCL for on-demand charging and discharging, with the BESSD required to support one operational cycle per day and ensure at least 95% system availability each month.

Financial Eligibility Requirements

  • Minimum net worth of Rs 88 lakh per MW as of the latest financial year
  • Positive net worth for the last three financial years
  • Minimum average annual turnover of Rs 2.92 crore per MW over the preceding three financial years
