Odisha Signs MoU with GEAPP to Advance Statewide Clean Energy Transition

The Odisha Energy Department has entered into a strategic partnership with the Global Energy Alliance for People and Planet (GEAPP) to accelerate the state’s transition toward clean and sustainable energy. The collaboration was formalised through a memorandum of understanding (MoU) aimed at translating Odisha’s clean energy ambitions into concrete, measurable outcomes.
The agreement was signed in the presence of Deputy Chief Minister and Energy Minister Kanak Vardhan Singh Deo, who highlighted the importance of coordinated planning, technical expertise, pilot implementation, and access to financing in building a resilient and investment-ready clean energy ecosystem for the state.
Under the partnership framework, the Odisha government and GEAPP will jointly support energy transition planning, grid modernisation, and demand-side management initiatives to enhance system efficiency and enable higher integration of renewable energy sources. A key pillar of the collaboration is the accelerated deployment of Battery Energy Storage Systems (BESS).
As part of this effort, GEAPP will provide support for techno-economic evaluations, identification of suitable substations, development of use cases, preparation of procurement documentation, and implementation oversight through a dedicated project management structure.
The scope of the MoU also includes livelihood-linked renewable energy programmes, such as the solarisation of irrigation pumps under PM-KUSUM, expansion of the Decentralised Energy for Women’s Economic Empowerment (DEWEE) initiative, and the promotion of solar and energy-efficiency solutions for micro, small and medium enterprises (MSMEs) to reduce operating costs and improve productivity.
The Odisha Energy Department will act as the nodal agency for the partnership, coordinating with stakeholders across government, industry, academia, and civil society, while monitoring progress. Balangir district has been identified as a model district for implementing the programme.
