Rajasthan Clears INR 15,600 Cr Power Joint Venture, Establishes Dedicated Diaspora Department

The Rajasthan Cabinet has approved a major Rs 15,600 crore power joint venture between RVUNL and SCCL, launched a new diaspora department, and cleared multiple solar and infrastructure initiatives to strengthen the state’s energy network and attract technology-driven investments.

In a significant administrative and infrastructure push, the Rajasthan state Cabinet has approved the formation of a dedicated diaspora department aimed at strengthening outreach and engagement with the global Rajasthani community.

Deputy Chief Minister Premchand Bairwa announced that the Cabinet has also greenlit a Rs 15,600 crore joint venture between Rajasthan Rajya Vidyut Utpadan Nigam Ltd (RVUNL) and Singareni Collieries Company Ltd (SCCL). Under the arrangement, SCCL will hold a 74% stake, with RVUNL retaining 26%.

The JV will develop:

  • An 800 MW coal-based power plant at SCCL’s mining site, at an estimated cost of Rs 9,600 crore, and
  • 1,500 MW of solar capacity within Rajasthan, requiring an additional Rs 6,000 crore in investment.

Officials stated that combining fossil-fuel-based generation with large-scale renewable energy will help ensure long-term grid stability and support Rajasthan’s future demand planning.

To further bolster the transmission network, the Cabinet approved land allocation for a 765 kV Power Grid substation in Barmer, enhancing the state’s ability to evacuate renewable power and improve overall grid reliability. Additionally, mre than 580 hectares of land in Bikaner and Chittorgarh have been allotted for upcoming solar projects.

In other decisions, the Cabinet approved naming two government colleges in Sirohi district after local donors as a gesture of community recognition. It also cleared the Rajasthan Global Capability Centre (GCC) Policy–2025, designed to attract multinational companies to establish capability centres in Jaipur, Udaipur, and Jodhpur. Officials added that the policy aims to position Rajasthan as an emerging hub for technology, innovation, and global service operations, though rollout timelines are yet to be detailed.
