Rajasthan Discoms Enforce Phase Balancing Norms for Single-Phase Rooftop Solar Connections

Power distribution companies in Rajasthan have issued new directives mandating phase balancing before releasing single-phase rooftop solar (RTS) connections. The move comes amid rising concerns over grid instability and load imbalance caused by the rapid increase in small-capacity rooftop installations across the state.
According to the latest office order, the surge in single-phase rooftop solar systems โ particularly installations up to 5 kW โ has led to an uneven concentration of systems on specific electrical phases. This clustering has resulted in distribution transformer load imbalances, reverse power flow, voltage fluctuations, inverter tripping, overheating of transformers, and overall deterioration in power quality.
The Discoms have instructed that all single-phase RTS connections must be approved only after ensuring proper phase balancing at the distribution transformer (DT) level. New solar connections are to be assigned to the least-loaded phase, and periodic phase reshuffling must be undertaken wherever necessary to maintain system stability. At the same time, officials have been directed to ensure that rooftop solar approvals are not delayed due to the implementation of phase balancing measures.
The order applies to all field officers under Jodhpur Vidyut Vitran Nigam Limited, Ajmer Vidyut Vitran Nigam Limited, and Jaipur Vidyut Vitran Nigam Limited (JVVNL), who have been directed to strictly adhere to the updated guidelines.
The initiative is aimed at preserving grid reliability in regions experiencing high rooftop solar penetration, while continuing to promote distributed renewable energy growth across Rajasthan without disrupting connection timelines.
