Rajasthan Floats Tender for 2.45 GW Solar Projects with 6.4 GWh Battery Storage at Pugal Solar Park

The Rajasthan Solar Park Development Company Limited (RSDCL) has invited bids to develop 2,450 MW of solar power projects integrated with 1,600 MW/6,400 MWh of battery energy storage systems (BESS) at the Pugal Solar Park in Bikaner district, Rajasthan. The projects are aimed at meeting peak power supply requirements.
RSDCL is a subsidiary of the Rajasthan Renewable Energy Corporation Limited (RRECL). The deadline for bid submission is March 9, 2026, with bid opening scheduled for March 12, 2026.
Bidders are required to pay a tender processing fee of Rs 2 million and a document fee of Rs 50,000. In addition, an earnest money deposit (EMD) of Rs 1.38 million per MW must be furnished.
Successful bidders must submit two separate performance bank guarantees (PBGs) within 15 days of the issuance of the Letter of Award (LoA). This includes a PBG of Rs 2.76 million per MW for the Power Purchase Agreement (PPA) payable to Rajasthan Urja Vikas and IT Services Limited (RUVITL), and a PBG of Rs 691,000 per MW for the Implementation Support Agreement, payable to RSDCL.
The tender has been divided into two lots:
- Lot 1: 2,000 MW solar with 1,320 MW/5,280 MWh BESS, spread across eight plots of 250 MW each
- Lot 2: 450 MW solar with 280 MW/1,120 MWh BESS, across two plots of 225 MW each
Power from the projects will be injected at the 33 kV bays of pooling substations within Pugal Solar Park. The delivery point will be at the 400 kV level for Lot 1 and the 220 kV level for Lot 2, at the 765/400/220 kV Rajasthan Rajya Vidyut Prasaran Nigam Limited (RVPNL) State Transmission Utility substation at Pugal.
Developers must ensure that the annual capacity utilisation factor (CUF) does not exceed 28%, and that the BESS remains available for at least 95% of its rated capacity on a monthly basis. The scheduled commencement of full power supply is set at 24 months from the effective date of the PPA.
RUVITL will notify developers of the daily BESS discharge requirement, which will be spread across 16 time blocks each day. The tender mandates the use of commercially proven and operational technologies to minimise technology risks and ensure timely project commissioning.
Financial eligibility criteria specify that bidders must have a minimum net worth of Rs 13.82 million per MW as of the last date of the previous financial year, along with a minimum annual turnover of Rs 6.91 million per MW during the preceding financial year.
The tender builds on Rajasthan’s broader renewable energy push. In November 2025, RRECL announced plans for a plug-and-play solar park accommodating 2,450 MW of solar capacity and 5,000 MWh of BESS at Pugal. Earlier, in September 2025, Rajasthan Rajya Vidyut Utpadan Nigam issued requests for proposals to prepare feasibility and detailed project reports for 31.6 GW of solar parks across six locations in the state.
