RECPDCL Floats Tenders for ISTS Development to Support Vizag Green Hydrogen Projects

REC Power Development and Consultancy Ltd. (RECPDCL) has initiated tariff-based competitive bidding (TBCB) to appoint a Transmission Service Provider (TSP) for developing an Inter-State Transmission System (ISTS) in Visakhapatnam, Andhra Pradesh. The transmission infrastructure will cater to proposed Green Hydrogen and Green Ammonia projects under Phase-I development.
The project will be awarded on a Build, Own, Operate and Transfer (BOOT) basis through international competitive bidding, in line with Section 63 of the Electricity Act, 2003. The selected bidder will be responsible for establishing, operating, and maintaining the transmission system, along with providing associated transmission services.
As per the bid document, the non-refundable Request for Proposal (RFP) fee is set at INR 5 lakh or USD 7,000, plus applicable GST. The deadline for submission of bids is April 7, 2026, with bids scheduled to be opened on the same day via an e-bidding process. The final selection will be based on technical and financial qualifications, followed by the discovery of the lowest transmission charges through an e-reverse auction.
Eligibility criteria require bidders to demonstrate substantial experience in infrastructure development or construction over the past five years, meeting specified capital expenditure or payment thresholds. Financially, participants must show a minimum net worth of INR 1,574 crore in any one of the last three financial years. Consortium bids are permitted, subject to defined conditions, and compliance with the Government of India’s public procurement policies, including Make in India provisions and border country restrictions, is mandatory.
The transmission scheme is targeted for completion within 30 months from the project’s effective date, forming a critical backbone to facilitate large-scale green hydrogen and ammonia production in the Vizag region.
