RRECL Withdraws Policy Allowing Developers to Block Sites Without Land Ownership

The Rajasthan Renewable Energy Corporation Ltd (RRECL) has withdrawn its earlier decision that allowed wind and hybrid power developers to reserve land coordinates without actual possession. The move aims to prevent distress sales of farmers’ land and restore fair competition in the renewable energy sector.

Last year, RRECL had introduced a “land-freezing” provision that enabled developers to secure coordinates for wind and hybrid (wind-solar) projects for six months — even if they didn’t own or lease the land. The practice, implemented without farmers’ consent, gave certain companies an unfair advantage by blocking high-potential sites and excluding competitors.

According to an RRECL official, this rule led to speculative hoarding, discouraging genuine investors while leaving landowners entangled in legal and administrative delays.

After a policy review in September 2025, RRECL ordered the cancellation of all frozen sites showing “no progress or investment” within the specified period. The corporation also announced that no rights would be created in favour of developers, as land transactions remain a private matter between them and landowners.

The Ministry of New and Renewable Energy had earlier urged states to adopt transparent frameworks ensuring fair compensation and effective dispute resolution, citing similar issues in Maharashtra and other regions.

With this revision, RRECL aims to promote a level playing field in Rajasthan’s renewable energy sector, ensuring that only serious and investment-ready developers move forward with project proposals.
