SECI Floats Tender for 870 MWp DCR-Compliant TOPCon Solar Modules

Solar Energy Corporation of India (SECI) has issued a tender seeking bids for the manufacture, testing, packaging, and delivery of 870 MWp of domestically produced solar PV modules incorporating India-made solar cells. The modules will be deployed at the Radhanesda project site in Banaskantha district, Gujarat.
Bidders may apply for capacities of 290 MWp, 580 MWp, or the full 870 MWp. The scope includes transportation to the project location. The final date for online bid submission is March 10, 2026, by 2:00 PM, with techno-commercial bids scheduled to be opened later the same day at 4:00 PM. SECI also retains the option to increase the awarded capacity by an additional 17–51 MWp, depending on the selected package.
Participants must pay a tender fee of Rs 25,000 and submit an earnest money deposit (EMD) of Rs 13.2 crore for 290 MWp, Rs 26.4 crore for 580 MWp, or Rs 39.6 crore for 870 MWp. Successful bidders will be required to furnish a contract performance security equivalent to 10 percent of the total order value. Additionally, suppliers must provide mandatory spares amounting to 0.5 percent of the allocated capacity.
The tender specifies monocrystalline silicon TOPCon cells in glass-glass module configuration with aluminium frames. Each module must deliver a minimum efficiency of 21.65 percent and a rated output of at least 585 Wp under standard test conditions. Both cells and modules must be manufactured in India, with modules listed under ALMM List-I and cells under ALMM List-II. Only Class I local suppliers are eligible to participate.
Manufacturers applying for a single 290 MWp package must have an ALMM-approved production capacity of at least 435 MWp per annum. The required capacity rises proportionately for two and three packages. Financial criteria include a minimum average annual turnover of Rs 198.23 crore over the past three financial years for one package, positive net worth in the latest financial year, and minimum working capital of Rs 165.19 crore, with corresponding increases for higher package bids.
