SECI Issues Tender for Balance-of-System Package for 700 MW Solar Project in Gujarat

The Solar Energy Corporation of India (SECI) has invited bids for the balance-of-system (BoS) package for a 700 MW solar power project to be developed at Raghanesda in Banaskantha district, Gujarat.
The bid submission deadline is January 29, 2026, with bids scheduled to be opened on the same day.
Interested bidders are required to submit an earnest money deposit (EMD) of Rs 330.5 million along with a tender fee of Rs 25,000. The successful bidder must furnish a contract performance security equivalent to 10% of the contract value for the first stage covering supply and services. This security must remain valid for 82 months, comprising 19 months for project commissioning, 60 months of operations and maintenance (O&M), and an additional three months.
Scope of Work
The tender covers the complete turnkey execution of the BoS package for the 700 MW solar project. The scope includes design and engineering, procurement and supply of all equipment and materials—excluding solar modules and transformers—along with associated civil works, erection, testing, and commissioning. The contract also includes comprehensive O&M services for five years.
Eligibility Criteria
Bidders must meet the technical qualification requirements through any one of the following routes:
Route I:
Applicants must demonstrate EPC experience in ground-mounted solar projects executed on a turnkey basis, with a cumulative capacity of at least 280 MW over the past seven years. Additionally, bidders must have completed at least two grid-connected projects of 70 MW or more, each operational for a minimum of six months.
Route II:
Bidders may qualify as developers with experience in ground-mounted solar projects totaling at least 280 MW in the last seven years, including two grid-connected projects of 70 MW or above, each operational for at least six months.
Route III:
Applicants can also qualify by demonstrating experience in large industrial projects valued at Rs 8.26 billion or more, along with execution of at least one electrical substation of 33 kV or higher, both operational for a minimum of six months.
In addition, bidders must report a minimum average annual turnover of Rs 4.96 billion across FY 2022-23, FY 2023-24, and FY 2024-25, maintain a positive net worth in the most recent financial year, and possess minimum working capital of Rs 2.61 billion.
Penalty Provisions
If the selected bidder fails to meet the project completion or commissioning timelines specified in the contract, SECI may impose liquidated damages at a rate of 0.5% per week on the uncommissioned portion of the project. The total liquidated damages will be capped at 5% of the overall contract value.
