Tamil Nadu Green Energy Corporation Limited Floats Tender for 20 MW Rooftop Solar on Government Buildings

Tamil Nadu Green Energy Corporation Limited (TNGECL) has issued a tender to develop 20 MW of grid-connected rooftop solar systems across government buildings under the renewable energy service company (RESCO) model. The installations will be spread across the districts of Chennai, Chengalpattu, Kanchipuram, and Tiruvallur.

The selected developers will undertake site surveys, detailed design, supply, installation, testing, and commissioning of the projects. They will also be responsible for operating and maintaining the systems for 25 years. The projects will function under a net feed-in mechanism.

The deadline for bid submission is April 7, 2026, and bids will be opened the following day. Bidders must furnish an earnest money deposit of Rs 125,000 per MW of quoted capacity. Upon selection, developers must provide a performance bank guarantee of Rs 1 million per MW.

All projects must be commissioned within 180 days from the agreement’s effective date. Developers are required to maintain a minimum average capacity utilization factor (CUF) of 17% annually. The power purchase agreement (PPA) between TNGECL and the successful bidder must be executed within 35 days from the issuance of the letter of award.

Financial eligibility criteria stipulate that bidders must have a positive net worth in the last financial year and demonstrate an average annual turnover of at least Rs 10 million per MW of quoted capacity over the preceding three years. Solar modules deployed under the projects must be sourced from the Approved List of Models and Manufacturers (ALMM) List I, while the solar cells must be listed under ALMM List II.
