Tata Power DDL Floats Tender to Procure 200 MW FDRE with Energy Storage, Plus 200 MW Greenshoe Option

Tata Power Delhi Distribution Limited (TPDDL) has issued a tender to procure 200 MW of firm and dispatchable renewable energy (FDRE) from ISTS-connected renewable energy projects equipped with energy storage systems (ESS). The tender also includes an additional 200 MW under a greenshoe option. The deadline for bid submission is December 6, 2025.

Bidders must pay INR 29,500 to obtain the Request for Selection (RfS) document. They must also submit an earnest money deposit (EMD) of either INR 37.78 lakh per MW or 2% of the project’s estimated cost—whichever is higher.

Techno-commercial bids will be opened on December 12, 2025. The minimum power capacity a bidder can offer is 50 MW.

TPDDL plans to sign a 25-year Power Purchase Agreement (PPA) with selected bidders. Under the requirements, bidders must ensure that 60% of the contracted energy is supplied during the summer months (April–September) and the remaining 40% during the winter months (October–March) for the entire contract period.

To ensure timely commissioning and minimize technological risks, TPDDL mandates the use of commercially established and operational technologies. Wind projects must deploy type-certified wind turbine models listed in ALMM (Wind), while solar projects must use modules included in ALMM List-I.

Financial eligibility criteria include:

• Net Worth: At least INR 1.226 crore/MW of the quoted capacity, or 20% of the estimated project cost, whichever is higher, as of the last financial year or at least seven days before the bid deadline.

• Turnover: Minimum average annual turnover of INR 1.839 crore/MW over the last three financial years.

• Internal Resource Generation: PBDIT of at least INR 36.78 lakh/MW as of FY25 or at least seven days before the bid deadline.

• Alternative Financial Route: An in-principle sanction letter from banks/lending institutions confirming a Line of Credit worth INR 76.625 lakh/MW to meet project working capital requirements.
