Telecommunications Consultants India Limited (TCIL) Floats Tender for 2 MW Rooftop Solar Project with Battery Storage in Mauritius

Telecommunications Consultants India Limited (TCIL), a Government of India enterprise under the Department of Telecommunications, has invited bids for the deployment of grid-connected rooftop solar hybrid systems totaling 2 MW on the island of Rodrigues in Mauritius. The project also includes a battery energy storage system (BESS) with a capacity of 1 MWh, where applicable.

The deadline for bid submission is February 5, 2026, with bids scheduled to be opened on the same day. Interested bidders are required to furnish a bid security of MUR 285,000, valid for 180 days from the submission deadline.

Successful bidders must provide a performance security guarantee equivalent to 10 percent of the total contract value within 15 days of receiving the letter of acceptance.

Scope of Work

The scope of the tender includes the supply and installation of rooftop solar systems, covering pre-installation activities, mounting structures, solar modules, cabling, testing, and commissioning of the projects.

Eligibility and Financial Criteria

Bidders must meet the following financial and technical eligibility requirements:

  • Average annual turnover of at least MUR 37.62 million over the last three financial years
  • Positive net worth as of December 31 of the most recent financial year
  • Profit before tax in at least two of the last three financial years

In terms of experience, bidders must have completed:

  • Three similar projects each valued at not less than MUR 50.16 million, or
  • Two similar projects each valued at not less than MUR 62.7 million, or
  • One similar project valued at not less than MUR 87.78 million

within the last seven years.

Additionally, bidders must demonstrate a minimum of two years’ experience in the design, installation, testing, and commissioning of either:

  • At least 200 grid-connected rooftop solar systems with a combined capacity of 1 MW, or
  • At least 20 rooftop solar hybrid systems with BESS (grid-connected or off-grid), completed within the last two years.
