WBSEDCL Seeks O&M Contractors for 8.4 MW Rooftop Solar Installations

The West Bengal State Electricity Distribution Company (WBSEDCL) has invited bids for providing operation and maintenance (O&M) services for 8.4 MW of rooftop solar installations located on buildings owned by WBSEDCL and the West Bengal State Electricity Transmission Company. The contract will cover a five-year maintenance period.

Interested bidders must submit their proposals by March 30, 2026, while the bids will be opened on April 2. The tender includes multiple packages, each with specified contract values and corresponding earnest money deposit requirements.

The scope of work includes conducting site surveys of existing rooftop solar installations and preparing system health assessment reports. The selected contractor will also be responsible for routine cleaning of solar panels, inspecting electrical connections, and repairing components in both AC and DC systems between the panels and the AC distribution board.

In addition, the contractor must ensure that the solar installations remain free from shading and carry out preventive maintenance on inverters and energy meters. Maintaining adequate spare parts inventory is also part of the responsibilities, and any system faults must be rectified within 72 hours.

The rooftop solar projects must maintain a minimum guaranteed annual generation of 900 to 1,000 units during the first year of operation. This guaranteed generation level will decrease by 0.8% annually over the duration of the contract.

To qualify, bidders must have experience in supplying, installing, and commissioning grid-connected solar power projects or solar pumps with a cumulative capacity of at least 500 kW. These projects must have been implemented for government departments, government-owned entities, institutions, or private industries and should have been operational for at least one year, with each installation having a minimum capacity of 5 kW.

Alternatively, bidders may demonstrate experience by having commissioned solar projects or solar pumps totaling at least 500 kWp under similar organizations, with each system operating for a minimum of one year and having a capacity of at least 5 kW.

Another eligibility route allows bidders with experience in operating or maintaining at least one 33/11 kV substation along with associated 33 kV and 11 kV overhead lines and underground cables for government or public-sector entities within the past three years. The substation must have been operational for at least 12 months before the bid submission start date.

Financially, bidders must maintain a positive net worth over the last three financial years. They are also required to demonstrate an average annual turnover equal to at least 30% of the contract value during the same period, along with working capital equivalent to 30% of the project value in the most recent financial year.
