West Bengal Invites Bids for 3 MW Rooftop Solar Projects with Battery Storage

The West Bengal Green Energy Development Corporation Limited (WBGEDCL) has issued three EPC tenders for the development of grid-connected rooftop solar projects combined with battery energy storage systems (BESS) at government-owned poultry farms across the state. The cumulative capacity of the tenders stands at 3 MW.

The projects will be implemented at facilities located in Coochbehar, Malda, and Nadia districts, with each site planned for 1 MW of rooftop solar capacity along with an integrated BESS. Interested bidders must submit their proposals by February 27, 2026, while bid opening is scheduled for March 2, 2026.

Mekhliganj Layer Farm, Coochbehar

The Mekhliganj project involves a 1 MW rooftop solar installation paired with a 0.5 MW / 1.8 MWh BESS. The estimated project cost is Rs 110.6 million (~$1.22 million). Bidders are required to furnish an earnest money deposit (EMD) of Rs 2.21 million, along with a tender document fee of Rs 10,000 plus 18% GST. The selected contractor must provide a performance security equal to 10% of the contract value.

Malda Layer Farm, Malda District

The Malda tender also calls for 1 MW of rooftop solar capacity with a 0.5 MW / 1.8 MWh BESS, carrying an estimated cost of Rs 110.6 million (~$1.22 million). The EMD, tender fee, and performance security requirements are identical to those specified for the Mekhliganj project.

Haringhata Layer Farm, Nadia District

At the Haringhata site, the project scope includes 1 MW of rooftop solar capacity coupled with a 0.5 MW / 2 MWh BESS. The estimated cost for this project is Rs 113.7 million (~$1.26 million). Bidders must submit an EMD of Rs 2.27 million, a tender document fee of Rs 10,000 plus 18% GST, and a performance security of 10% of the contract value.

Across all three tenders, the scope of work covers design, engineering, manufacturing, procurement, testing, supply, installation, commissioning, and comprehensive operation and maintenance for five years from the date of commissioning. The projects are required to be completed within 120 days from site handover.

To qualify, bidders must have prior experience in executing at least one solar project of 0.5 MW capacity and one BESS project with a minimum size of 20 kW / 40 kWh for a government or public sector entity within the last five years. Financial eligibility criteria include a minimum average annual turnover of 30% of the estimated project cost and working capital of at least 30% of the project value.

The tender conditions specify liquidated damages at 0.5% of the contract value for each week of delay, subject to a maximum penalty of 5% of the total contract price.
