AP Govt Seals INR 515-Crore MoU with ThunderPlus–ETO–Roqit Consortium to Build Statewide EV Mobility & Charging Network

The Government of Andhra Pradesh has entered into a landmark Memorandum of Understanding (MoU) with ThunderPlus, ETO Motors, and Roqit to roll out a Rs515-crore integrated electric mobility and charging infrastructure programme across the state. Signed during the Andhra Pradesh Partnership Summit in Visakhapatnam and formalised with the Andhra Pradesh Economic Development Board (APEDB), the initiative is expected to create over 5,000 jobs, including 1,450 direct and 3,100 indirect employment opportunities.
With a strong emphasis on women-led workforce development, the project is among the most ambitious state-level EV mobility programmes in India.
The MoU received approval from Chief Minister N. Chandrababu Naidu, in the presence of Industries & Commerce Minister TG Bharath. The Chief Minister reviewed the consortium’s integrated mobility blueprint, praised the partners for their globally benchmarked and future-ready model, and assured expedited clearances to fast-track implementation.
India’s First Fully Integrated Multi-Modal EV Ecosystem
The programme aims to develop India’s first seamless, statewide multi-modal EV ecosystem—linking:
• EV manufacturing
• Urban and intercity EV operations
• A state-spanning charging network
• A unified digital ticketing platform
ThunderPlus to Lead the Charging Backbone
As the lead partner, ThunderPlus will deploy a robust charging infrastructure that includes:
• Urban charging hubs for feeder fleets
• Large depots for electrified bus operations
• Park-and-charge facilities across residential, metro, and commercial clusters
For long-distance and freight transportation, the plan includes:
• 120 kW chargers every 25 km along state highways
• 1 MW ultra-fast chargers every 100 km to support electric buses, trucks and long-haul logistics
ThunderPlus has already installed:
• A 3 MW ultra-fast charging hub in Vijayawada
• 0.5 MW hubs in Nellajarla and Visakhapatnam
The company is also advancing plans to electrify the Vizag–Chennai Industrial Corridor.
Initial Rollout in Amaravati & Visakhapatnam Regions
Implementation will begin in two major clusters:
1. Amaravati Capital Region – Gannavaram Airport, Vijayawada, Amaravati, Guntur
2. Visakhapatnam Urban Region – NAD Junction, Pendurty, Simhachalam, Dwarakanagar
These zones will serve as the first operational corridors for Andhra Pradesh’s integrated multi-modal EV shuttle network.
A significant portion of the 5,000+ jobs created will be earmarked for women in:
• Fleet operations
• Charging station management
• Customer support
• Software operations
• Mobility platform management
