Centre Weighs Comprehensive Plan to Revive India’s Wind Power Sector

The Union government is preparing a roadmap to reinvigorate India’s wind power sector by addressing long-standing challenges such as land acquisition bottlenecks, inadequate grid connectivity, and delays in power offtake, according to people familiar with the matter.

The proposed plan is also expected to focus on resolving issues related to unsigned power purchase agreements (PPAs), gaps in scheduling and forecasting of wind energy, limited coordination between states, and reluctance by distribution companies to procure power from renewable energy projects. The sources requested anonymity as discussions are still at a preliminary stage.

As part of the revival effort, the Centre is also considering measures to repower ageing wind installations by upgrading or replacing older turbines, with the aim of achieving 100 GW of wind capacity by 2030, the sources said.

India currently has an installed wind power capacity of 53 GW, which accounts for about 10.5% of the country’s total installed power generation capacity of 505 GW. Despite this, the sector has seen sluggish growth in recent years. Around 10 GW of stalled wind projects, requiring investments of nearly Rs60,000 crore, are part of the 43 GW of renewable energy capacity still awaiting PPAs, according to an earlier report.

The slowdown in wind power additions has been attributed to factors such as declining wind speeds in certain regions, regulatory uncertainties, and infrastructure constraints. To address these challenges, a task force comprising officials from the Ministry of New and Renewable Energy (MNRE), the Ministry of Power, and representatives from the wind energy industry is expected to examine the issues and propose a detailed revival strategy.

According to people aware of the developments, the MNRE held a meeting with wind sector stakeholders, including developers and engineering, procurement, and construction (EPC) companies, on December 12, during which the formation of the task force and its proposed terms of reference were discussed. Key focus areas included grid connectivity, land acquisition challenges, and improved coordination with state governments.

The planned intervention signals a renewed push by the Centre to unlock stalled capacity and restore momentum in India’s wind energy sector, which is seen as critical to achieving the country’s long-term renewable energy and climate goals.
