Himachal Pradesh Commissions 500 kW Solar Plant in Solan to Boost Clean Energy and Rural Development

Himachal Pradesh has strengthened its clean energy and rural development initiatives with the commissioning of a 500 kW ground-mounted solar power plant in Gram Panchayat Mamlig, Solan district, under the state's Green Panchayat Scheme. Inaugurated virtually by Chief Minister Thakur Sukhvinder Singh Sukhu, the project has been developed at an investment of INR 2 crore and is designed to generate renewable electricity while creating a sustainable revenue stream for local communities.

Construction of the solar project commenced in December 2024, and the plant was synchronized with the state electricity grid in February 2026. The facility is currently producing approximately 3,000 units of electricity per day and is expected to generate nearly 800,000 units (8 lakh units) of clean energy annually. The electricity generated will be purchased by the Himachal Pradesh State Electricity Board (HPSEB) under a long-term power purchase agreement (PPA) at a tariff of INR 3.50 per unit, ensuring predictable income over the project's operational life.

One of the defining features of the Green Panchayat Scheme is its community-centric revenue-sharing framework, which aims to ensure that the economic benefits of renewable energy directly support rural development. Under the model, 25 percent of the project's revenue will be allocated for development works within the Gram Panchayat, while another 25 percent will be dedicated to the welfare of orphans and widows. The remaining revenue will be distributed with 20 percent each going to the Government of Himachal Pradesh and HIMURJA, the state's renewable energy development agency, while the final 10 percent will be used for the operation and maintenance of the plant. The Gram Panchayat is expected to receive approximately INR 14 lakh annually, creating a stable source of local income for the next 25 years.

Chief Minister Sukhu described the project as a model that integrates clean energy generation with environmental conservation, rural economic development, and social welfare. He emphasized that empowering panchayats through renewable energy assets will help villages become more financially self-reliant while contributing to the state's long-term sustainability goals.

The initiative aligns with Himachal Pradesh's broader strategy to expand renewable energy deployment and promote decentralized power generation. While the state has traditionally relied on hydropower as its primary renewable energy source, it is increasingly investing in solar projects to diversify its clean energy mix, improve energy security, and utilize available land for distributed generation. Such projects also reduce dependence on conventional power sources and support India's national objective of significantly expanding non-fossil fuel electricity capacity by 2030.

The Green Panchayat Scheme represents an innovative approach to integrating renewable energy with local governance by ensuring that the financial benefits of clean power remain within rural communities. As more village-level solar projects are developed across Himachal Pradesh, the initiative is expected to strengthen rural infrastructure, generate long-term community income, and accelerate the state's transition toward a more sustainable and decentralized energy ecosystem.
