India Completes PM E-DRIVE Target for Electric L5 Three-Wheelers Before Deadline

India has successfully met its deployment goal for electric L5-category three-wheelers under the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme, achieving full target completion ahead of schedule. Around 2.88 lakh electric three-wheelers were sold under the program, prompting the government to close incentives for this segment after December 26, 2025, according to the Ministry of Heavy Industries (MHI).

Launched on September 29, 2024, the PM E-DRIVE Scheme carries a total budgetary outlay of Rs 10,900 crore and aims to accelerate electric vehicle adoption while fostering a robust, domestically driven EV manufacturing and supply ecosystem.

The ministry noted that electric vehicles now account for approximately 32% of the L5 three-wheeler market, indicating increasing market maturity and alignment with the government’s objective of creating a self-sustaining electric mobility framework.

As of December 30, 2025, cumulative EV sales under the scheme across eligible categories reached about 21.24 lakh units. In the electric two-wheeler segment, sales stood at 18,40,007 units, achieving 74% of the target of 24,79,120 units, with 19 original equipment manufacturers (OEMs) participating.

Sales in the e-rickshaw and e-cart category remained relatively modest, with 5,267 units sold against a target of 39,034, representing 13?hievement and participation from five OEMs.

The L5 electric three-wheeler segment recorded 2,88,508 units sold against a target of 2,88,809, delivering nearly 100?hievement, supported by 15 OEMs. Overall progress across all vehicle categories under the scheme stands at around 76%.

While incentives for electric L5 three-wheelers have concluded following target fulfillment, the ministry confirmed that financial support for electric two-wheelers and e-rickshaws/e-carts will remain available until March 31, 2026 under the PM E-DRIVE Scheme.
