New Captive Power Verification Rules Aim to Streamline Compliance

The Central Electricity Authority (CEA) and the Ministry of Power have introduced a standardized captive status verification procedure for captive power projects (CGP) and users operating across multiple states. This new framework applies to all projects and consumers seeking CGP or ‘associated captive users’ status, ensuring compliance with legal and regulatory requirements.

Annual Verification Process

Under the new procedure, captive status verification will occur annually, and authorities must issue the status within two months of receiving the application. However, if needed, the verifying authority can seek further clarifications from the applicant. Once the application is submitted, the regional load dispatch center (RLDC), state load dispatch center (SLDC), and distribution licensees must be informed within 15 days.

Consumption Rules for Captive Users

The verification process establishes clear consumption criteria for captive users:

  • Single captive users must consume at least 51% of the net electricity generated annually by the captive power plant.
  • Group captive users (excluding cooperative societies) must collectively consume at least 51% of the generated electricity.
  • Cooperative societies registered as group captive users must also ensure 51% collective consumption.
  • Special Purpose Vehicles (SPVs) can own, operate, and maintain captive generating stations but are not allowed to consume the electricity generated.

Captive power generation used in manufacturing industries must be recorded monthly, and the data must be submitted to the distribution licensee to authenticate actual generation and consumption figures.

Metering and Monitoring Requirements

To maintain transparency, the following rules apply:

  • Each CGP or generating unit must have a separate interface meter to measure net electricity generation.
  • Real-time communication capability is mandatory between captive power plants and RLDC/SLDC.
  • Energy storage systems (ESS) used by captive users must have separate metering and real-time communication capabilities.
  • Manufacturing units with captive power plants must also install separate meters if they are consuming on-site.
  • Captive power projects connected at the same pooling sub-station must apply separately for captive status verification.

Verification authorities can cross-check the total generation and metered data of CGP units at the pooling station level, ensuring accuracy and compliance.

CEA’s Push for Grid Stability

Alongside the captive verification framework, CEA has approved the Uniform Protection Protocol to improve grid stability, reliability, and security. This initiative aims to smoothly integrate 450 GW of renewable energy by 2030 and 2,100 GW by 2047, ensuring a resilient and efficient power system for the future.

This structured captive power verification process is expected to enhance regulatory compliance, improve grid coordination, and support India's renewable energy goals by streamlining captive power generation and monitoring.
