NGT Seeks Centre's Response on Safe Disposal of Used Solar Panels
Dec 27, 2024
The matter was brought to attention through a letter petition, which highlighted the environmental risks posed by discarded panels and the need for an organized system for their proper handling and management. As solar panels become increasingly popular, especially in rural areas, ensuring their safe disposal has become a growing concern.
The NGT bench, comprising Justice Prakash Shrivastava and Dr. A. Senthil Vel, noted that the petition raises substantial issues relating to compliance with environmental norms, especially the implementation of the provisions of E-Waste (Management) Rules, 2022.
The key concerns highlighted by the petitioner, Ashish Singh Chandel, a farmer from Uttar Pradesh, include:
- Lack of proper disposal infrastructure: Damaged solar panels are often buried in agricultural fields or sent to landfills, adversely affecting soil quality.
- Inadequate recycling mechanisms: Scrap dealers only accept certain components of PV panels, leaving non-recyclable materials like polymers and silicon to be sent to landfills.
- Environmental risks: PV panels contain heavy metals like lead and cadmium, which can leach into soil and water, causing long-term environmental damage.
