Odisha Announces Additional INR 4.95 Billion Support for PM Surya Ghar Rooftop Solar Scheme

The Government of Odisha has proposed additional financial assistance of up to Rs 4.95 billion to accelerate rooftop solar adoption under the PM Surya Ghar: Muft Bijli Yojana in its 2026–27 state budget. The supplementary support, valued at approximately $54.45 million, is aimed at expanding residential solar installations across the state.
The capital subsidy will be routed through the Odisha Akshaya Shakti Bikash Yojana (OASBY). In addition, Rs 2 billion has been earmarked under OASBY for the development of green hydrogen and green ammonia projects, signalling the state’s broader clean energy ambitions.
Overall, the state has outlined an energy-sector budget of Rs 45.05 billion, prioritising power generation and modernisation of transformer and distribution infrastructure. Under the Mukhya Mantri Shakti Bikash Yojana, Rs 8 billion has been allocated for the Odisha Distribution System Strengthening project, while Rs 2.49 billion has been set aside for a green energy evacuation and transmission corridor. An additional Rs 5.5 billion has been proposed to upgrade and future-proof the high-voltage transmission network.
These measures align with the state’s long-term renewable energy roadmap outlined in the Odisha Vision 2036 and 2047 strategy. Odisha aims to source 33 percent of its power requirements from renewable energy by 2036 and increase that share to 50 percent by 2047. The plan envisions adding 21,000 MW of new generation capacity by 2047, with 70–75 percent expected to come from renewable sources such as solar, wind, round-the-clock renewables, and advanced energy storage solutions.
Currently, renewables account for around 10 percent of Odisha’s installed power capacity. To reach its target of generating 55 percent of total energy from clean sources, the state plans to mobilise investments between Rs 1.8 trillion and Rs 2 trillion through focused incentives and policy support.
