Vasudha Foundation Partners with CAG to Enhance Data-Driven Oversight in Power Sector

Vasudha Foundation has entered into a formal Memorandum of Understanding (MoU) with the Office of the Comptroller and Auditor General of India (CAG) to reinforce auditing standards and institutional supervision in India’s power sector. The collaboration comes at a time when the country is advancing rapidly through a large-scale energy transition.
The agreement seeks to combine Vasudha Foundation’s technical expertise in climate and energy with the CAG’s constitutional mandate of ensuring efficiency, transparency, and accountability in public sector audits. By aligning technical insight with oversight mechanisms, the partnership aims to strengthen systemic performance evaluation across the power sector.
In a statement, the Foundation noted that as India undertakes an unprecedented energy transformation, robust institutional review mechanisms are becoming increasingly vital. The collaboration is intended to support excellence in power sector audits by integrating domain knowledge with structured audit processes.
A central focus of the partnership will be the development of comprehensive data repositories and performance benchmarks. These tools are expected to facilitate outcome-based auditing and improve the identification of operational and financial risks, particularly for power distribution companies (DISCOMs).
The MoU also outlines capacity-building initiatives designed to deepen sectoral understanding among CAG officials. These initiatives include specialized workshops, preparation of technical reference materials, and targeted training programs to enhance analytical and auditing capabilities.
Knowledge sharing forms another important component of the arrangement. Both organisations will work to ensure a steady exchange of data, research insights, and analytical inputs to support effective audit practices in a rapidly evolving regulatory and operational environment.
Vasudha Foundation described the agreement as a continuation of its ongoing engagement with the CAG’s office. Following its technical contributions at the National Workshop on Horizontal Performance Audit held on February 5–6, 2026, several of its recommendations for the DISCOM Performance Audit Design Matrix were incorporated into the national audit framework.
The Foundation added that the MoU reflects a shared commitment to evidence-based governance and informed policymaking, with the broader objective of fostering a transparent, accountable, and resilient power sector in line with the vision of Viksit Bharat 2047.
