DERC Approves BRPL–SECI Deal for 1,500 MW Solar Power Backed by 3,000 MWh Storage

The Delhi Electricity Regulatory Commission (DERC) has given its final approval to the Power Sale Agreement between BSES Rajdhani Power Ltd. (BRPL) and the Solar Energy Corporation of India (SECI) for 1,500 MW of solar power coupled with 750 MW/3,000 MWh of battery storage. The arrangement is aimed at supplying competitively priced renewable electricity while helping BRPL meet Delhi’s peak power needs and Renewable Purchase Obligations (RPOs).

The approval formalises the PSA signed on March 13, 2025, under SECI’s 2,000 MW ISTS-connected Solar Scheme (Tranche XVII). The package includes a large storage component that will allow BRPL to draw power even after sunset, supporting evening peak demand in the national capital.

Tariffs for the procurement were determined through a competitive bidding process followed by e-reverse auctions, with discovered prices ranging from Rs3.52 to Rs3.53 per unit. SECI will additionally receive a trading margin of up to Rs0.07 per unit, as permitted under CERC rules. BRPL has noted that the pricing ranks among the country’s most competitive for renewable-plus-storage projects.

Electricity will be supplied by four developers contracted by SECI:

• NTPC Renewable Energy – 500 MW
• Reliance NU Suntech – 700 MW
• Sembcorp Green Infra – 150 MW
• Solarcraft Power India 17 – 150 MW

Power delivery from these developers is expected to begin within 24 months of their Power Purchase Agreements becoming effective.

DERC had already granted an in-principle nod in March 2025. With the final clearance now issued, BRPL can proceed with one of Delhi’s most significant clean energy procurement initiatives to date.
