MNRE’s SSS-NIBE Seeks Training Partners for Jaiv Urja Mitra Bioenergy Skill Programme

The Sardar Swaran Singh National Institute of Bio Energy (SSS-NIBE), functioning under the Ministry of New and Renewable Energy, has invited Expressions of Interest (EoI) to empanel Training Centres (TCs) for the implementation of the Jaiv Urja Mitra Skill Development Programme (JUMP).

The empanelment will initially remain valid for one year and may be extended depending on the continuation of the programme. The deadline for submission of applications is February 21, 2026.

Building Skills for India’s Bioenergy Sector

Designated as the nodal agency by MNRE, SSS-NIBE will oversee the rollout of the Jaiv Urja Mitra Programme, aimed at strengthening India’s bioenergy workforce. The initiative is designed to generate employment opportunities while supporting biomass-based power generation and biofuel production across the country.

In its first phase, the programme will focus on four specific job roles:

• Biomass Depot Operator
• Agri-Residue Aggregator
• Technician (Operation & Maintenance – Compressed Biogas)
• Technician (Operation & Maintenance – Pellets and Briquettes)

A total of 840 candidates will undergo training, along with 110 trainers under a dedicated Training of Trainers (ToT) component. The programme will be residential in nature, with selected centres required to provide boarding and lodging facilities.

Special priority will be given to candidates from rural areas, women, unemployed youth, and SC/ST communities.

Geographic Coverage and Eligibility

Training centres will be empanelled across 17 states for the FY2025–26 cycle, including Karnataka, Tamil Nadu, Andhra Pradesh, West Bengal, Chhattisgarh, Bihar, Odisha, Delhi, Telangana, Gujarat, Uttarakhand, Haryana, Punjab, Madhya Pradesh, Uttar Pradesh, Maharashtra, and Rajasthan.

Centres selected during this phase may also be considered for continuation beyond the current financial year, subject to fresh approvals from MNRE.

Eligible applicants include government and private institutes, universities, ITIs, polytechnics, skill development centres, NGOs, and industry stakeholders active in bioenergy segments such as compressed biogas, biomass aggregation, pellets, and briquettes.

Selection and Funding Structure

According to SSS-NIBE, a Technical Evaluation Committee will assess applications based on infrastructure readiness, hostel facilities, faculty qualifications, previous training experience, and availability of bioenergy laboratory equipment.

The programme has an approved financial outlay of Rs443.22 crore, with Rs441.18 crore to be funded by MNRE. Financial support will be disbursed in instalments, linked to training milestones and successful certification of candidates.

Through this initiative, MNRE aims to accelerate the development of skilled manpower required to operate and maintain India’s expanding bioenergy infrastructure, reinforcing the country’s clean energy and rural employment objectives.
