Odisha Cabinet Clears Rs 10,000 Crore Tata Power Renewable Solar Manufacturing Project

The Odisha Cabinet has granted approval for Tata Power Renewable Energy Ltd. (TPREL) to establish an integrated ingot, wafer, and solar cell manufacturing facility in the state, involving a total investment of Rs10,000 crore.

The project will be set up at the Tata Special Economic Zone (SEZ) in Ganjam district, Chief Secretary Anu Garg confirmed while briefing the media following the Cabinet meeting chaired by Chief Minister Mohan Charan Majhi.

According to the state government, this will be Odisha’s first upstream solar manufacturing facility, spanning the complete value chain—from ingot and wafer production to solar cell manufacturing—marking a significant milestone in the state’s renewable energy industrialisation.

The facility will be developed in two phases, with planned capacities of 10 GW for ingot and wafer manufacturing and 5 GW for solar cell production. Once operational, the project is expected to generate more than 5,000 direct and indirect jobs, including a substantial number of skilled technical positions.

Officials noted that the project will play a key role in strengthening Odisha’s solar manufacturing ecosystem, reducing India’s reliance on imported upstream solar components, and supporting the national objective of building 100 GW of domestic solar module manufacturing capacity by 2030.

Beyond core manufacturing, the investment is also expected to stimulate the growth of ancillary MSME industries, including solar glass, specialty chemicals, packaging, logistics, and precision engineering, while contributing to increased state revenues and long-term industrial development.
