SECI Enters Strategic MoU with Odisha Energy Agencies for 1,000 MWh Storage and 2.5 GW Solar Capacity
Dec 15, 2025
The Solar Energy Corporation of India (SECI) has signed a Memorandum of Understanding (MoU) with three Odisha government-owned entities — Green Energy Development Corporation of Odisha (GEDCOL), Odisha Hydro Power Corporation (OHPC), and the Odisha Renewable Energy Development Agency (OREDA) — to jointly develop large-scale renewable energy and energy storage projects in the state.
As outlined in the agreement, the collaboration will focus on establishing a 1,000 MWh Battery Energy Storage System (BESS), developing pumped storage projects, and deploying up to 2.5 GW of floating solar and solar-plus-storage capacity. The initiative also allows for the exploration of additional advanced renewable energy technologies.
The MoU was formally executed during the Global Energy Leaders’ Summit in Puri. It was signed by A.K. Naik, Executive Director of SECI; Pranab Kumar Mohanty, Managing Director of GEDCOL; Amiya Kumar Mohanty, Director (Operations) of OHPC; and Saidutta Biplab Keshari Pradhan, Chief Executive Officer of OREDA.
According to SECI, the proposed projects are expected to significantly strengthen Odisha’s clean energy ecosystem by improving grid reliability and supporting the state’s transition toward sustainable power generation. In addition to enhancing energy security, the developments are projected to generate substantial direct and indirect employment through project execution and associated activities.
The partnership represents a key milestone in Odisha’s renewable energy roadmap and reinforces SECI’s broader commitment to supporting India’s national clean energy and decarbonisation objectives.
